Belarus, by the paperwork
Belarus is printed in fifteen clauses, eight of them selective
Fifteen of the 38 published territory clauses opened for this index print Belarus, and eight of those fifteen come from documents holding 40 entries or fewer. Sixty-two clauses in the library stayed shut through this pass.
Fifteen clauses, and what stands behind eight of them
Fifteen of the thirty-eight published territory clauses opened for this index print Belarus, which puts the country twelfth among the 122 markets counted here. Seven of the fifteen belong to the longest documents in the reading, each printing between 95 and 105 markets, and those seven arrive at Belarus much as they arrive almost everywhere else. The other eight were drafted by firms that write short: Winz.io at forty entries, CryptoLeo and Nine Casino at thirty-eight apiece, BitStarz at thirty-seven, Rocketpot at twenty-six, Wild Fortune at twenty-five, Playbet.io at nineteen and DuckDice at fourteen.
Eight selective documents is a high figure for this data. A company that commits fourteen territory names to paper has weighed each of the fourteen, and Belarus occupies one of those slots. Whatever reasoning produced that choice stays inside the company; the wording records the outcome and the date, and this page stops where the wording stops.
Where the wording is published
Four of the fifteen pages were read live on 26 August 2026 and eleven from archived captures. Each address appears below as it was retrieved, together with the length of the roll it belongs to.

Belarus against the neighbours
Ukraine and Lithuania both reach nineteen, while Latvia stops at eleven. Belarus at fifteen falls between the two figures, and the distance runs through the selective documents rather than through the sweeping ones. Moldova reaches twelve on five short rolls, three fewer than Belarus.
Wild Fortune, BitStarz, CryptoLeo and Winz.io print all four of those country names. Rocketpot and Nine Casino print three of the four and stop before Latvia. DuckDice pairs Belarus with Ukraine; Playbet.io pairs Belarus with Lithuania. Four totals inside one corner of the map, and the spread between them belongs to eight drafting desks rather than to any shared treatment of the region.

What each operator publishes about itself: the company named on the licence, the permit number and where it was read, how many countries the operator excludes in its own terms, and when identity documents are demanded. The country count is the length of a list the operator published, not our estimate of where it will accept you. An empty cell means the document was not read — it is not a zero, and it is not a permission.

Four of the twelve keep a territory clause that was read for this index: Bets.io at fourteen entries, Shuffle at nine, Cloudbet at two and Stake at one. Belarus stands outside all four rolls as they were written on 26 August 2026. The remaining eight cells hold nothing, because the document behind each was never opened, and a blank of that kind records reading still owed.
Reading order matters here more than the arithmetic does. Sixty-two of the hundred brands in the library keep a clause this pass failed to retrieve, and any of those sixty-two might carry the name. The figure fifteen therefore describes thirty-eight documents on a single dated day and leaves the rest to a later reading.
What these figures are made of
Every entry above is a term of business. A firm writes its territory roll to suit its licensing, its payment partners and its own appetite for a market, revises the wording on a schedule of its own, and issues regional editions that drift apart from one another — three of the addresses in the table were published for Australian, Canadian and German readers of the same agreement.
Belarusian legislation is a separate body of material, kept by the institutions that issue and apply it, and this index sends a reader there rather than paraphrasing anything. The country index holds the full ranking, and how the reading works sets out the standard each number met before it was printed.
