Lithuania: nineteen refusals out of thirty-eight read lists

Nineteen is exactly half of thirty-eight. The second group is the one readers misread. Nineteen operators published a restricted-territory clause with Lithuania missing from the roll, and the wording used here stays narrow on purpose: the country is absent from the published list, as read on 26 August 2026.
