Ukraine appears in nineteen published refusal clauses

Ukraine is written into nineteen of the thirty-eight restricted-territory clauses read for this index, and one of the nineteen belongs to an operator compared in the table further down this page: Bets.io, whose published roll runs to forty-two countries with Ukraine among them, read on 26 August 2026. Eighteen more come from operators outside that table. Another nineteen clauses were published with Ukraine absent from the roll, while sixty-two clauses in the library await reading.

Eight of these pages were read live on 26 August 2026 and eleven from archived copies, which is the largest share of live reading on any page in this batch.

The same total as Lithuania, a different roster

Lithuania also shows nineteen, and the two rosters diverge by four names in each direction. Bets.io, Rakebit, DuckDice and BetPlays write Ukraine into their clause; Sportsbet.io, Instant Casino, Playbet.io and CoinCasino name Lithuania and leave Ukraine out of the roll. A count alone therefore says less than the roster behind it, which is why every name on this site is printed with the address it came from.

Elsewhere in the region the totals fall away quickly: Romania at eleven and Bulgaria at thirteen were counted from the same thirty-eight documents in the same reading.

The twelve operators in the index

Four operators in that table have a read list behind the number: Bets.io at forty-two countries, Shuffle at fifteen, Cloudbet at two and Stake at one. Ukraine appears in the first of those four. The eight blank cells are unread clauses and stay blank until someone reads them.

Those four figures also show how little a roll’s length settles on its own. Forty-two entries against one entry describes two drafting habits: a company that writes down every territory it has ever declined ends up with a long clause, and a company that writes down four ends up with a short one. The reader gains a dated fact about a document either way, which is the whole claim this site makes for its numbers.

Contract terms and statute

The roll an operator publishes is a clause in its own agreement with its own customers.
