Ukraine appears in nineteen published refusal clauses

Nineteen of the 38 restricted-territory clauses opened here name Ukraine, and one of those nineteen belongs to an operator compared in the table on this page. Sixty-two clauses stay unread.

Ukraine is written into nineteen of the thirty-eight restricted-territory clauses read for this index, and one of the nineteen belongs to an operator compared in the table further down this page: Bets.io, whose published roll runs to forty-two countries with Ukraine among them, read on 26 August 2026. Eighteen more come from operators outside that table. Another nineteen clauses were published with Ukraine absent from the roll, while sixty-two clauses in the library await reading.

Where Ukraine is written down

Eight of these pages were read live on 26 August 2026 and eleven from archived copies, which is the largest share of live reading on any page in this batch.

The same total as Lithuania, a different roster

Lithuania also shows nineteen, and the two rosters diverge by four names in each direction. Bets.io, Rakebit, DuckDice and BetPlays write Ukraine into their clause; Sportsbet.io, Instant Casino, Playbet.io and CoinCasino name Lithuania and leave Ukraine out of the roll. A count alone therefore says less than the roster behind it, which is why every name on this site is printed with the address it came from.

Elsewhere in the region the totals fall away quickly: Romania at eleven and Bulgaria at thirteen were counted from the same thirty-eight documents in the same reading.

The twelve operators in the index

What each operator publishes about itself: the company named on the licence, the permit number and where it was read, how many countries the operator excludes in its own terms, and when identity documents are demanded. The country count is the length of a list the operator published, not our estimate of where it will accept you. An empty cell means the document was not read — it is not a zero, and it is not a permission.

Four operators in that table have a read list behind the number: Bets.io at forty-two countries, Shuffle at fifteen, Cloudbet at two and Stake at one. Ukraine appears in the first of those four. The eight blank cells are unread clauses and stay blank until someone reads them.

Those four figures also show how little a roll’s length settles on its own. Forty-two entries against one entry describes two drafting habits: a company that writes down every territory it has ever declined ends up with a long clause, and a company that writes down four ends up with a short one. The reader gains a dated fact about a document either way, which is the whole claim this site makes for its numbers.

Contract terms and statute

The roll an operator publishes is a clause in its own agreement with its own customers. It shows what that company put in writing about Ukrainian accounts on a given date, and the wording carries exactly that far. Ukrainian statute is decided in legislation and by the body that enforces it, on their own record and their own timetable, and this page answers that question with silence rather than a guess. The index home ranks countries by refusal count, and which documents are read explains the standard.

Questions people actually type

How many operators exclude Ukraine in their own terms?
Nineteen of the 38 published restricted-territory clauses read on 26 August 2026 name Ukraine. A further 19 clauses were published with Ukraine absent from the roll, and 62 operators in the library have an unread clause.
Does Bets.io accept players from Ukraine?
Bets.io publishes a roll of 42 countries and Ukraine is written into it, as read on 26 August 2026. That is the operator’s own contract wording, quoted here as a count rather than as advice about access.
Why do Ukraine and Lithuania both show nineteen?
The totals match; the names behind them differ by four in each direction. Bets.io, Rakebit, DuckDice and BetPlays write Ukraine into the roll, while Sportsbet.io, Instant Casino, Playbet.io and CoinCasino name Lithuania instead.
What does a blank cell in the comparison table mean?
It records an unread document. This index counts published lists, so a blank marks reading still to be done — treating it as permission would invent a promise the operator never made.
