Fourteen clauses, thirteen of them shared with Spain
Fourteen restricted-territory clauses print Portugal, each read on 26 August 2026 from the address beside it. Twenty-four further clauses were opened and read through with the Portuguese entry missing. Sixty-two operators in the library of a hundred keep a document that stayed shut, and their cells carry no figure at all.
Four of the fourteen answered on the operator’s live page that morning and ten arrived through archived captures. Thirteen of the fourteen also print Spain, whose own tally reaches twenty-four, so the Portuguese roster sits almost wholly inside the Spanish one. The exception is a single row, and it carries more weight than the thirteen it stands beside.

Rakebit publishes its clause at rakebit.com/policy/terms-of-use/, and the page answered live on 26 August 2026. The clause reaches ten of the 122 markets covered here. Portugal sits inside it; Spain sits outside.
Across all thirty-eight documents opened for this index, that is the only instance of the two Iberian markets being pulled apart. Every other clause treats them as one decision, reaching both together or passing over both. A ten-entry schedule that keeps one and drops the other has been read carefully by whoever drafted it, and the document offers no explanation of the choice. Spain finishes ten rows higher than Portugal because eleven documents reach Madrid without reaching Lisbon, which the Spanish page lists individually.
The nine-entry schedule, and what Portugal keeps company with

The other eight are among the largest and most heavily regulated markets a crypto operator meets, running from Germany and the Netherlands through Spain and Sweden to Britain, the United States, Singapore and Australia. Portugal is by some distance the smallest economy in that company. A brand willing to name only nine places and spending one of them here has made a judgement about Portugal specifically, in a way that a hundred-entry sweep never does. Whether the reason is licensing, payment routing or something the clause keeps to itself, the document declines to say.
What twenty-four silent clauses establish

A territory list is a trading instrument. Sixty-two brands in the hundred carry a restricted clause that stayed out of reach through the whole pass: relocated pages, sign-in walls, archives returning an error instead of a capture.
Every cell belonging to them is empty, and an empty cell reports on the reading rather than on the operator. Filling those cells with zeros would invent findings, and treating them as approval would invent something more dangerous than a finding.
Wording an operator owns, and Portuguese statute
Each of the fourteen figures came out of a document a company wrote about its own service, maintained for its own licensing, and revised without telling anybody.
Portuguese law was written elsewhere by other hands, and this index leaves it entirely alone. Keeping the two apart is the whole discipline of the site, because a country printed inside a terms page reads like an official act on a screen while remaining one firm’s private commercial choice.
