Panama, counted
Thirteen lists print Panama, six of them skipping every neighbour
Thirteen of the 38 territory lists opened for this index print Panama, the heaviest count anywhere on the isthmus. Six of the thirteen are selective documents, and four of those six pass over Costa Rica, Guatemala and Honduras while keeping the Panamanian entry.
Thirteen, and the six that make it
Thirteen of the 38 territory lists opened for this index print Panama, each read on 26 August 2026. Seven come from the sweeping group, documents that write down 95 or more of the 122 markets covered here, and those seven print most of Central America without distinguishing between its parts.
The remaining six are what lifts Panama above every other market on the isthmus. Each of the six selects a modest number of territories, between fourteen and forty, and each of the six selected this one.

Four documents in a band of three names
The middle four rows above are the striking part. Winz.io at 40, CryptoLeo and Nine Casino at 38 and BitStarz at 37 occupy a band three names wide, which means four independent drafters arrived at lists of almost identical size. All four kept Panama and left the other three isthmus markets alone.
Four documents of similar length agreeing on one country and diverging from the region around it is a pattern with several ordinary explanations, and this reading leaves all of them equally available. Shared licensing conditions, a common payment partner and inherited template wording would all produce the same page of text, and the text itself stays silent on which it was.
The same roster, one document apart
Panama's list of thirteen brands is Nicaragua's list of twelve with Winz.io added, and Nicaragua's twelve match Jamaica's twelve exactly. Three markets, one document of separation between the top two of them, and the whole difference resting on a single paragraph published at winz.io/terms-and-conditions and read from an archived capture.
That is how thin the ground under a regional ranking is. Thirteen against twelve looks like a finding until the gap turns out to be one company's editorial decision, taken once, revisable in an afternoon and published without any announcement at all.
What each operator publishes about itself: the company named on the licence, the permit number and where it was read, how many countries the operator excludes in its own terms, and when identity documents are demanded. The country count is the length of a list the operator published, not our estimate of where it will accept you. An empty cell means the document was not read — it is not a zero, and it is not a permission.

Four of the twelve brands compared above have had their territory paragraph opened here. Bets.io prints Panama among fourteen names, alongside Nicaragua and Costa Rica. Stake writes down one market of the 122 covered, Cloudbet two and Shuffle nine, and the Panamanian line sits outside those three lists.
Sixty-two paragraphs left unread
For 62 of the hundred brands in the library the clause remained closed: addresses that had moved, terms behind a login, captures that yielded nothing usable.
Those cells stay blank. Blank records where the work stopped rather than what an operator decided, and it leaves the totals and the order of the table above exactly as they stand. On a page carrying the region's heaviest figure, the distinction is what stops thirteen from being read as a complete picture. How we read keeps the definitions in one place.
Terms of business, and Panamanian statute
Every count above came out of commercial wording, edited whenever a firm's licensing or its banking moves and published quietly, which is why each figure on this site travels with the date it was read.
What Panamanian law permits a reader in Panama is settled by instruments this page never opened, and the question belongs to their authors. The country index carries the rest of the isthmus: Costa Rica reaches eleven, Honduras stands at seven, and Mexico reaches five.
