Nine names, and one document counted twice

Nine exclusion documents name Senegal. Seven belong to the long schedules, spanning 95 to 105 entries out of the 122 markets in this index. The remaining two are the interesting pair: CryptoLeo and Nine Casino each stop at thirty-eight entries, and thirty-seven of those entries are common to both.

Thirty-seven lines out of thirty-eight

The two selective schedules diverge exactly twice across their whole length. CryptoLeo carries Latvia, Nine Casino carries Samoa, and every other market is shared: Albania, Belarus, France, Germany, Turkey, the United Arab Emirates, Kazakhstan, Uganda, Zimbabwe, Guam and the rest of the roll, Senegal among them.

Two documents that agree to within a single line have one author somewhere behind them. Whether the text passed through a platform, a compliance consultancy or a copied file, the practical effect is the same: what looks like nine brands weighing a market is closer to eight, and the ninth entry is the same conclusion wearing a different name. Counting the pair as one leaves Senegal at eight distinct judgements, seven of which are the sweeping documents that name most of the world.

The roster repeats elsewhere in the same way. Morocco shows these nine and nothing besides, and so do Armenia and Uzbekistan. Four markets on three sides of the map arriving at an identical set of brands is a statement about how these schedules are assembled and republished.

Twenty-nine that read past it

Twenty-nine legible schedules opened, with Senegal outside the text of every one. The sentence ends there, and each extension of it borrows something the document withheld.

Behind the cashier sits a processor applying a territory map kept private. Papers tend to be requested at the point of payout, long after the money arrived. And a schedule captured on one date can be amended on the next.

Along the coast the figures move by small steps and for identifiable reasons. Cote d'Ivoire is far ahead at thirteen, lifted by six brief documents, while Kenya sits at eight on the far side of the continent. Senegal's nine differs from Kenya's eight by the pair described above, which is to say by rather less than one brand.

Sixty-two clauses left closed

Sixty-two of the hundred operators hold a clause that stayed out of reach, defeated by moved pages, account walls and archive gaps. That group is bigger than the thirty-eight that opened, and its size belongs in the open.
