A floor, and what gets stacked on it

Twenty-eight markets arrive at the same total
Seven is a common landing place. Twenty-eight of the 122 markets here finish on that figure, spread across four continents, from Japan and Taiwan through Ecuador and Paraguay to Ghana and Zambia. Croatia and Montenegro belong to the same group.
A number shared that widely describes the reach of a handful of documents rather than any quality of the places inside them. When the short rolls look elsewhere, the total collapses onto whatever the sweeping rolls happen to cover, and seven is what that collapse produces.
Regional totals, for scale
Hungary reaches nine, Slovakia eleven, Bulgaria thirteen and Greece fourteen. Slovenia stands at two.
Between two and fourteen across neighbouring states, with the base layer identical throughout. Regional treatment is the wrong frame for that pattern; the totals follow the length of individual company documents.
Thirty-one worked through, sixty-two never opened
