Fifteen lists, and where the extra seven come from

Fifteen territory lists name New Caledonia, which puts this collectivity of roughly 270,000 people at the head of the Oceania column, ahead of Australia on thirteen and well clear of the eight recorded for Tonga, Papua New Guinea and the Solomon Islands.
