Fourteen is the largest number on any of the ten European pages published here, and it remains a minority of the 38 restricted-territory clauses this index has opened. Fourteen operators wrote Greece onto the roll of territories they exclude; twenty-four published a roll that leaves it out; a further sixty-two operators have clauses nobody here has opened yet. Those three groups behave differently, and the difference matters more than the headline figure.

Twenty-four rolls that stay quiet

The country column in that table is the length of a roll the operator published, so a large figure means a long list rather than a strict operator. Blank cells belong to the eight of twelve whose clause remains unopened here, and blank stays blank until it is.
The legal question has its own sources
Everything above comes from private contracts. A company can exclude a territory for licensing reasons, for payment reasons, or for reasons it declines to give, and that decision runs alongside the law of the country rather than describing it. Greek statute sits with legislation and with a supervising authority, and this file leaves that question to them.
