Cambodia, counted
Cambodia is Thailand's roster with exactly two names added
Ten of the thirty-eight exclusion schedules read for this index write Cambodia into them, the highest figure in mainland South-East Asia here. Eight of the ten are Thailand's roster unchanged, and the additions are CryptoLeo and Nine Casino.
Ten, and the eight underneath them
Ten operators name Cambodia inside the exclusion schedule they publish themselves, out of thirty-eight such schedules read on 26 August 2026. Twenty-eight of those read documents held no reference to the country.

Eight of those rows reproduce Thailand's roster name for name. Two more, CryptoLeo and Nine Casino, are the whole of the difference between the two countries.
The two additions, and the schedules they come from
CryptoLeo and Nine Casino each exclude thirty-eight of the 122 territories tracked here. Both pass over Thailand, Vietnam, Malaysia and Indonesia while writing Cambodia in, and that pairing is what lifts this page above every other mainland market in the index.
Thailand and Vietnam stand at eight, Indonesia at eight, Malaysia at seven. The gap is small in arithmetic and specific in origin: two documents of moderate length, drafted by two brands, treat Cambodia differently from the countries around it.
Rakebit sits at the other extreme of length. Its schedule names ten territories in all, and Cambodia shares that page with Thailand, Indonesia and Saudi Arabia. Compare it with the platform-scale documents in the same table — Oshi Casino covers 105 territories, Mirax 103, 7Bit Casino 102, Bitkingz ninety-nine — where a row is closer to a description of the operating model than to a view about one market.
The twenty-eight, read and quiet
Twenty-eight operators published a schedule that was opened and read with Cambodia outside it. That reading supports one sentence and stops there.
Everything a reader would want next lies past the edge of the document. Cashiers run on payment partners with rules of their own; verification tends to arrive when a payout is requested, months after an account opened smoothly; and a paragraph of terms can be swapped out overnight. Twenty-eight documents, one date, and a claim sized to fit.
The sixty-two nobody could open
Thirty-eight readings out of a library of a hundred leaves sixty-two operators unaccounted for on this page. Their clause was chased and missed: a moved address, a document parked behind a sign-in, an archive with nothing usable in it. Those sixty-two belong to neither figure above, and a blank beside their name measures how far the reading reached rather than anything the brand has published. The methodology page sets that rule out once, so a reader can test it instead of taking it on trust.
Who writes these documents, and why
A restricted-territory schedule serves the operator that drafted it. Licence conditions shape it, payment partners push on it, and a commercial judgement about where a product earns its keep finishes it off. The company redrafts it whenever that mix changes, on no schedule anyone outside can see.
The table underneath covers the twelve operators reviewed on this site, and the country index places Cambodia's ten in the wider run of figures.
What each operator publishes about itself: the company named on the licence, the permit number and where it was read, how many countries the operator excludes in its own terms, and when identity documents are demanded. The country count is the length of a list the operator published, not our estimate of where it will accept you. An empty cell means the document was not read — it is not a zero, and it is not a permission.
