Saudi Arabia, counted
The nine exclusion clauses that mention Saudi Arabia by name
Nine published exclusion lists name Saudi Arabia, and two of the nine were read from a live page rather than an archived copy. Twenty-nine other read lists leave the country out.
Nine names, and where each was read
Saudi Arabia is written into nine of the thirty-eight restricted-territory clauses that have been read for this site. Two of those nine — Rakebit and Rocketpot — were open on their own live pages when the reading was made on 26 August 2026, which matters a little: a live page is the text as the operator was serving it that day, while an archived copy is the text as somebody captured it earlier.

One row deserves separating from the rest. Rakebit’s schedule reaches ten of the 122 markets indexed here, which makes it by a wide margin the shortest exclusion list on this page, and Saudi Arabia sits inside those ten. Most of the other entries here come from brands whose schedules run to ninety or a hundred territories, where the length says more about the platform than about any single market.
What the other twenty-nine support, and what they do not
Twenty-nine operators published a schedule of excluded territories, that schedule was read, and Saudi Arabia went unnamed in it. Every one of those twenty-nine belongs in a group with a careful label: the country was left out of a published list on a given date.
Acceptance is a wider claim, and this site declines to make it. The cashier sits behind a payment provider with a territory policy of its own, verification at withdrawal can end an account that opened without friction, and a schedule can be rewritten between one reading and the next. A reader who converts twenty-nine absences into twenty-nine open doors has added something the documents left out.
The remaining sixty-two operators in the library are in the weakest category available: their clause has not been retrieved. That empty cell describes unfinished work, and the methodology page explains what would move an operator out of it.
A contract, drafted by the party it protects
Each of the nine clauses above was written by the operator, for the operator. It manages licence conditions, payment relationships and appetite for a market, and it changes when those change. Whatever the Kingdom’s own rules provide is settled elsewhere, by instruments this index leaves closed and declines to paraphrase.
Two Gulf neighbours are counted the same way and come out differently. Oman reaches eight, and the difference is one brand: Rakebit’s clause names Saudi Arabia and leaves Oman out. Bahrain also reaches nine, from a partly different roster, and further west so does Morocco. The full index holds the rest, and the table below shows what the twelve operators compared on this site publish about themselves.
What each operator publishes about itself: the company named on the licence, the permit number and where it was read, how many countries the operator excludes in its own terms, and when identity documents are demanded. The country count is the length of a list the operator published, not our estimate of where it will accept you. An empty cell means the document was not read — it is not a zero, and it is not a permission.
