Kazakhstan, counted
Two documents print Kazakhstan, and one licence number covers both
Two of the 38 restricted-territory documents opened for this index print Kazakhstan, and the licence record behind each of the two carries the same number. Thirty-six read documents leave the entry out.
Two rolls out of thirty-eight
Kazakhstan is printed in two of the thirty-eight restricted-territory documents opened for this index. Both were read on 26 August 2026 from archived captures: CryptoLeo at cryptoleo.com/terms, and Nine Casino at ninecasino.com/terms. Thirty-six further rolls were published on the same date with the Kazakh entry missing, and sixty-two clauses in the hundred-brand library were never reached.
The pair turns out to be a near-copy
Each of the two reaches thirty-eight of the 122 markets counted on this site, and thirty-seven of those thirty-eight are shared. CryptoLeo carries Latvia where Nine Casino carries Samoa, and every other line matches. Kazakhstan sits inside the shared thirty-seven.
The licence records point the same way. Both brands were retrieved with a Curaçao Gaming Authority entry numbered OGL/2024/1267/0760, both marked active on the day of reading. CryptoLeo's holder line reads Uno Digital Media B.V.; the holder line for Nine Casino was among the fields this pass left unread, so nothing is recorded there.
A count of two therefore behaves more like a count of one with a duplicate attached, which is the sort of thing a bare tally hides. That is why every figure on this site travels with the addresses that produced it.
Two, against the neighbours
Among the post-Soviet markets covered here, Kazakhstan carries the smallest figure by some distance. Ukraine reaches nineteen. Belarus reaches fifteen, Moldova twelve and Georgia eleven; ten lists name Azerbaijan, while nine rolls print Uzbekistan and nine name Armenia. All of those came out of the same thirty-eight documents on 26 August 2026.
The nearest matches for two lie a long way west. Denmark also stands at two, from a different pair of drafters, while Turkey sits at ten. Geography and the tally move independently of each other in this index.
The twelve compared brands
What each operator publishes about itself: the company named on the licence, the permit number and where it was read, how many countries the operator excludes in its own terms, and when identity documents are demanded. The country count is the length of a list the operator published, not our estimate of where it will accept you. An empty cell means the document was not read — it is not a zero, and it is not a permission.

Four of the twelve rows carry a roll that was read; the other eight cells print blank. Kazakhstan appears in none of the four, so the whole table is silent on this market and the two documents above stand outside it.
A blank cell records a document this reading never opened, and it stays out of every total on the site. Read as consent it would turn unfinished work into a promise the brand never made. How the reading works sets out what fills a cell.
What the number reaches
A roll states a company's commercial position as at the day it was published. Positions move with licensing and with payment routing, language editions of one agreement diverge, and verification sits above the whole arrangement as a judgement the operator keeps for the day an account opens or a payout is requested. None of that is published, so none of it is counted.
Kazakh law is written by other hands entirely, and this page takes no position on it. A refusal printed in terms of business can sound like an announcement from an authority while binding only the customer who accepted those terms. The country index holds the full spread.
