Latvia carries eleven refusals, the lowest of the three Baltic files

Eleven rolls name Latvia, the lowest figure of the three Baltic files on this site, and 11 of 38 still places the country in more than a quarter of the clauses read here. Twenty-seven operators published a roll where Latvia is absent. Sixty-two clauses in the library remain unread, and any cell left blank on this site stands for that unread state alone.
