South Africa, counted

Fifteen African markets counted, and South Africa is the empty one

Zero of the 38 restricted-territory rolls opened for this index print South Africa. Fourteen other African markets are counted in the same pass, and every one of the fourteen carries a figure between six and sixteen.

Fifteen African markets, and one blank column

Thirty-eight restricted-territory rolls carry the reading date 26 August 2026 on this site, each of them read from first entry to last. South Africa turns up in none. Fifteen African markets are counted on the site; fourteen of them carry a figure between six and sixteen, and South Africa is the one that came out empty.

The spread across the continent is easy to lay beside it. Zimbabwe leads at sixteen. Côte d'Ivoire follows on thirteen and Uganda on twelve. Morocco and Senegal each sit at nine, Kenya at eight, and a block of seven markets — Nigeria, Ghana, Egypt, Tanzania, Algeria, Cameroon and Zambia — all land on seven. Tunisia takes six. One pass, one date, one set of documents, and the largest economy on the continent is the entry with nothing written against it.

The sixteen that print Zimbabwe

Sixteen documents name Zimbabwe, the continental high, and the composition of that group is the useful part. It takes in the seven longest rolls in the reading, the near-identical pair filed by CryptoLeo and Nine Casino at thirty-eight entries each, BitStarz at thirty-seven, then Rocketpot, Metaspins, Instant Casino and Playbet.io in the twenties and teens, and Bets.io and CoinCasino at the short end.

Those sixteen drafters between them span nearly every habit visible in this library: long inherited lists, compact ones, live pages and archived captures. South Africa is written into none of the sixteen. Whatever pushed Zimbabwe onto so many rolls left the market to its south untouched in each case.

Length was not the deciding factor

Seven documents in this reading each reach ninety-five or more of the 122 markets counted here, the longest touching 105. Between them they cover African markets in bulk, several Pacific territories with populations in five figures, and every large European jurisdiction more than once.

South Africa is missing from all seven. A drafter working through a list of that size has passed the point where brevity explains an omission, and the clauses carry no note about the gap. The reading records the absence and stops there.

Seven markets at zero, and where they sit

Seven of the 122 markets counted here share the figure. Six of the seven lie in Europe, North America, Asia and Oceania; South Africa is the only African entry among them. Fourteen African markets sit above it and the rest of the zero group sits on other continents, which leaves the country isolated in both directions at once.

That pattern is worth naming and nothing more. This index counts published contract text, so the composition of the zero group is a fact about thirty-eight documents rather than about the jurisdictions those documents mention.

What each operator publishes about itself: the company named on the licence, the permit number and where it was read, how many countries the operator excludes in its own terms, and when identity documents are demanded. The country count is the length of a list the operator published, not our estimate of where it will accept you. An empty cell means the document was not read — it is not a zero, and it is not a permission.

A retrieved absence and an unopened file

Sixty-two brands in the library keep a restricted clause that this pass never reached: terms had been moved, a login stood in front of the page, or no usable capture survived. Their cells print blank.

The two states look alike in a table and mean opposite things. An absence was produced by reading thirty-eight documents through and finding no South African line in any of them. A blank was produced by a document that stayed shut. Neither is a permission, and treating either as one would put a promise in an operator's mouth that the operator never made. The reading standard keeps the definitions in one place.

What sits under the published text

Every figure on this page came out of a clause the operator wrote about its own service. Firms keep those clauses in step with licensing and with banking, redraft them when either shifts, and publish the new version without announcement, which is why each entry here travels with its reading date.

Under the clause runs a layer nobody publishes. Payment providers apply conditions of their own, regional editions of a single agreement diverge from each other, and the verification desk holds a judgement in reserve for the day an account opens or a withdrawal is requested. That layer is unreadable from outside, so it is left out of the count rather than guessed at.

Contract text, and South African statute

South African law is settled by instruments this reading never opened, and the page takes no position on it. The confusion tends to run one way: a refusal printed in terms of business can read like an official act while binding only the customer who agreed to those terms, and the absence of such a refusal is not its mirror image.

The country index carries the whole spread, from the highest counts in the reading down to the seven that came out at zero.

Questions people actually type

How many operators write South Africa into their restricted-territory roll?
None of the thirty-eight opened on 26 August 2026. Each roll was read through and the South African line failed to appear. Sixty-two brands in the hundred-name library keep a clause this pass never retrieved, and no figure attaches to any of them.
How does that compare with the rest of the continent?
Fifteen African markets are counted on this site. Zimbabwe stands highest at sixteen, then Côte d'Ivoire at thirteen and Uganda at twelve, with Morocco and Senegal on nine, Kenya on eight, and Nigeria, Ghana, Egypt, Tanzania, Algeria, Cameroon and Zambia on seven apiece. Tunisia's six is the lowest figure other than the South African zero.
Do the longest rolls print South Africa?
Seven documents in this reading each reach ninety-five or more of the 122 markets covered here, and the longest reaches 105. South Africa is absent from all seven, so the figure does not come from operators writing short clauses.
What does a zero say about South African gambling law?
Nothing at all. The roll forms part of a commercial agreement between a company and its customers, and the company rewrites it whenever its own arrangements shift. South African legislation and the regulator that applies it sit on a separate record altogether, and questions of law belong with them.
