Thirteen of the 38 read restricted-territory clauses name Estonia. The unread block behind them runs to 62 operators, nearly five times as large as the refusal list itself.

The sixty-two that stay unread
An unread clause produces an empty cell, and an empty cell is the easiest thing on a comparison site to misread. It carries a single meaning here: the document has yet to be read. Any other reading turns a gap in our work into a promise from a company that never made one.
A blank turns into a name by one route only: somebody opens the document and reads the territory clause. Until then the operator sits outside every figure on this page, left out of the arithmetic in both directions, and Estonia’s thirteen may rise or hold as those sixty-two are worked through. Publishing the size of the unread block alongside the count is the honest way to show how provisional the count is.
