Estonia: thirteen refusals, and sixty-two unread clauses

Thirteen operators write Estonia onto the roll of territories they exclude. The larger figure on this page is sixty-two: the operators whose restricted-territory clause has yet to be read here at all, nearly five times the size of the refusal list and a fair measure of how much of this library is still an open question. Between the two sits a third group of twenty-five, each with a published roll where Estonia is absent, all counted on 26 August 2026.

The sixty-two that stay unread

An unread clause produces an empty cell, and an empty cell is the easiest thing on a comparison site to misread. It carries a single meaning here: the document has yet to be read. Any other reading turns a gap in our work into a promise from a company that never made one.

A blank turns into a name by one route only: somebody opens the document and reads the territory clause. Until then the operator sits outside every figure on this page, left out of the arithmetic in both directions, and Estonia’s thirteen may rise or hold as those sixty-two are worked through. Publishing the size of the unread block alongside the count is the honest way to show how provisional the count is.

Its country column is a count of a published roll, not a verdict. Four operators there have a roll behind the number, and Estonia falls outside each of them; the other eight cells are blank because the clause is unread.

Statute and contract, kept apart

Everything on this page is contract wording. A company may exclude a territory over licensing, banking or its own risk appetite, and it owes the reader no explanation for the choice. Estonian law is written elsewhere, in statute and in the practice of the authority that supervises it, and answering it would need those sources rather than a terms page — so this file leaves the question standing.
