Paraguay, counted
Seven clauses name Paraguay, and the mid-length group looks elsewhere
Thirty-one of the 38 published exclusion clauses opened for this index were read to their end with Paraguay missing, and seven carry it. Among the thirty-one are five mid-length documents that name Panama, Jamaica, Nicaragua and Venezuela while stopping short of the River Plate.
Seven names, in a document family that sweeps
Seven exclusion clauses name Paraguay. Each of the seven readings is dated 26 August 2026 and each came out of storage; the address is set beside the brand.

These seven run on common platform plumbing and republish one roster of territories under each new logo, so the whole group arrives together wherever it arrives at all. Bolivia returns the same seven, and so do Guatemala, Honduras and the Bahamas.
Five documents in the middle, and where they went instead
The more revealing group is the one that read through without Paraguay. Thirty-one clauses did, and five of them deserve separating out, because their length puts them between the sweeping family and the very short documents at the bottom of the index.
Winz.io runs to 40 markets, CryptoLeo and Nine Casino to 38 apiece, BitStarz to 37, Metaspins to 22. All five were drawn with Latin America partly in view: between them they carry Panama, Nicaragua, Jamaica, Puerto Rico, Trinidad and Tobago, Venezuela and Brazil. Paraguay lies outside every one.
A document of that length is a set of choices rather than a sweep. Its author had room for roughly a third of the markets counted here and spent that room on the Caribbean, on the isthmus and on the two largest South American economies. Venezuela collects six such documents and reaches thirteen in total; Nicaragua reaches twelve the same way. Paraguay draws its seven from the wide band alone.
Thirty-one clauses that read through to the end
Thirty-one firms print a territory clause, each one was pulled for this pass, and each ended while Paraguay stayed out of it.
That is the whole of the finding. Extended into thirty-one firms ready to hold a Paraguayan account, it takes on weight the drafting was built to shed. Contract text moves behind commercial reality by weeks or by months. A single agreement is published in more than one regional edition, and five addresses among those tabled above were prepared for Australia, Canada or Germany. Deposits and payouts travel through processors with rules of their own, kept well away from public view.
The wording stays flat for a second reason. A clause of this sort is armour for the firm if an argument arises, so listing a place is cheap and passing over one is cheaper. Armour tells a reader less than they came for.
Sixty-two documents that stayed shut
Sixty-two brands out of the hundred followed here hold a clause the pass could not reach. An address had changed, a page demanded a login before drawing anything, a stored copy proved too slight to quote.
Their cells stay empty, which is a category in its own right beside named and read-without. The empty cell records how far the reading got, pins the totals given here, and leaves the brand unresolved. Converted into approval, it would promote an unfinished job to an endorsement. How we read holds the definitions.
Twelve brands appear in the comparison table, four of them with a clause that came open: forty-two entries for Bets.io, fifteen for Shuffle, two for Cloudbet and one for Stake. Paraguay lies outside each, which puts all four in the middle group above, while eight cells stay empty for the reason just given.
A commercial roster, and Paraguayan statute
Each number here belongs to a private document. A firm wrote it about its own product, matched to whatever permissions and payment rails stand behind that product, and rewrites happen without announcement.
Paraguayan law comes from elsewhere entirely, written by other hands in other instruments, and this index declines to paraphrase it. Confusion between the two comes easily, because a place name set inside a contract looks official on a screen while remaining one company's commercial choice. The country index carries the full spread.
What each operator publishes about itself: the company named on the licence, the permit number and where it was read, how many countries the operator excludes in its own terms, and when identity documents are demanded. The country count is the length of a list the operator published, not our estimate of where it will accept you. An empty cell means the document was not read — it is not a zero, and it is not a permission.
