Malaysia, counted
Seven name Malaysia, and Singapore adds three short documents
Seven of the 38 restricted schedules opened for this index name Malaysia. Singapore, across the strait, reaches 10, and each of the 3 documents making that difference stops at ten entries or fewer.
Seven schedules, and a neighbour three rows higher
Seven restricted-territory schedules name Malaysia, all opened on 26 August 2026 from archived captures of the addresses below. Thirty-one further schedules were read through with the Malaysian entry missing. Sixty-two operators keep a document that stayed shut through this pass, and their cells hold no figure at all.
Across the strait the figure is ten.
Singapore carries every one of the seven documents below and three others besides, which makes the pair the cleanest natural comparison in this wave: one roster wholly inside the other, with the difference sitting in three short files. Neither total moves without a document moving first, and the three files responsible are the shortest kind this reading has met.

Three short documents that reach Singapore and stop
The three schedules separating the two markets are the shortest kind in this library. BetPlays reaches seven of the 122 markets covered here, at betplays.com/en/terms-of-service. Shuffle reaches nine, at shuffle.com/info/terms. Rakebit reaches ten, at rakebit.com/policy/terms-of-use/. All three answered from the operator’s own live page on 26 August 2026.
A brand publishing seven or nine or ten names has selected them, and every entry on such a list carries a judgement about the market inside it. Three separate brands spent one of their few places on Singapore, and none of the three spent a place on Kuala Lumpur. Whether the reason is licensing, banking, dispute history or something the documents keep to themselves, the clauses give no account of it.
That leaves Malaysia in the position Croatia and Nigeria also occupy, and it is the ordinary position in this data: reached by sweeping schedules alone. All seven rows above belong to documents naming at least 95 of the 122 markets here, from Bitdreams at 95 up to Oshi Casino at 105.
The regional totals, and how little they line up
Malaysia’s seven sits at the bottom of a tight regional band that hides quite different documents. Singapore reaches ten. Thailand, Indonesia, Vietnam and the Philippines all reach eight, each through a partly different roster.
Four countries on eight, one on seven, one on ten, and the rosters behind them agreeing on little beyond the sweeping shelf. A reader ranking South-East Asian markets by these figures would be ranking the drafting habits of thirty-eight companies, which is what the figures measure and all they measure.
Thirty-one schedules where the Malaysian entry is missing
Thirty-one published schedules were opened, read through, and carried no Malaysian entry. That sentence is the whole of what those thirty-one support.
A schedule can lag behind the practice it describes by months. Regional editions of one agreement diverge, and five of the seven addresses above are editions written for Australia, Canada or Germany. Behind the schedule sits a payment provider with territory rules that appear nowhere a reader can check, and behind that sits verification, which arrives at the first withdrawal rather than at registration. Absence from a document on 26 August 2026 describes that document on that date.
What each operator publishes about itself: the company named on the licence, the permit number and where it was read, how many countries the operator excludes in its own terms, and when identity documents are demanded. The country count is the length of a list the operator published, not our estimate of where it will accept you. An empty cell means the document was not read — it is not a zero, and it is not a permission.

Sixty-two clauses that stayed closed
Sixty-two brands in the library of a hundred keep a restricted clause this reading never retrieved: pages moved, terms demanded a sign-in, archives held nothing usable.
Their cells stay blank on purpose. A blank belongs to this desk rather than to the operator, enters no total, and raises nobody in the ranking. Turned into permission it would dress unfinished reading as advice. How we read sets out what moves a document out of that group, and South Korea shows the identical roster producing the identical total further north.
A schedule written by an operator, and Malaysian statute
Everything counted above is contract language, drafted by one side of an agreement to govern its own dealings with a customer. It is revised whenever a licence condition or a payment relationship moves, and the revision arrives without notice.
What Malaysian law provides comes from instruments outside this reading, and the question is left untouched here. The two get confused because both arrive as printed rules on a screen, and only one of them was passed by anybody. The country index holds the same reading market by market.
