A four-way tie at eleven
Slovakia, Romania and Latvia carry the same figure, and seven names run through all four rolls. A figure repeating four times across neighbouring countries invites a regional explanation, and the rosters withhold one. Four rolls overlapping by seven names and differing in the tail is what independent drafting looks like; a shared regional rule would have produced four identical rolls, and it did the opposite.

Eight of the twelve rows carry an empty country cell, and that emptiness is a statement about this index rather than about the operator: the clause remains unread. The four with a number behind them published rolls of one, two, fifteen and forty-two countries, with Czechia outside all four.
What this file leaves to statute
A restricted-territory roll is a commercial term.
