Thirteen operators exclude Bulgaria by their own wording

Thirteen published rolls carry Bulgaria, out of 38 opened on 26 August 2026. Estonia reaches the same total, with six names separating the two rosters.

Thirteen operators have Bulgaria on the roll of countries they exclude, written into terms they publish themselves and read on 26 August 2026. Set against the thirty-eight rolls this site has read, that leaves twenty-five where the country is absent, plus sixty-two operators whose clause has yet to reach a reader here. Three groups, three different meanings, and the middle one gets mistaken for a welcome more often than the other two.

Bulgaria in thirteen clauses

Three of these documents were read as the live page on 26 August 2026 and ten from archived copies of the same addresses.

Equal totals, different rosters

Estonia also stands at thirteen, and ten of the names are shared. Instant Casino, BetPlays and CoinCasino write Bulgaria into the roll; Rocketpot, Sportsbet.io and Empire.io name Estonia in their place. Two countries can carry the same figure while facing different companies, so the roster is printed here in full rather than summarised as a score.

Around Bulgaria the counts spread out. Greece is the busiest file in this batch at fourteen, Romania sits at eleven, and all three figures come from one set of documents read on one day, which is what makes them comparable at all.

Each address in the second column belongs to the operator, sits on infrastructure the operator controls, and can be rewritten at any hour without notice to anyone. Ten entries here were taken from archived copies for that reason, and three from the live page. A reader with five minutes can open the address, find the territory clause and see whether Bulgaria still stands where it stood on 26 August 2026 — which is the point of printing addresses instead of a verdict.

Thirteen names. Twenty-five silences. Sixty-two documents waiting.

The twelve in the comparison table

What each operator publishes about itself: the company named on the licence, the permit number and where it was read, how many countries the operator excludes in its own terms, and when identity documents are demanded. The country count is the length of a list the operator published, not our estimate of where it will accept you. An empty cell means the document was not read — it is not a zero, and it is not a permission.

Four of those twelve have a read roll behind the count — one country for Stake, two for Cloudbet, fifteen for Shuffle, forty-two for Bets.io — and Bulgaria lies outside every one of them. The other eight cells are empty, and an empty cell here means an unread document.

Where the law question goes

An excluded-territory clause belongs to a contract between a company and its customers. It records a commercial decision on a date, and it holds no view about what Bulgarian law says. That is a separate question with separate sources — the statute book and the supervising authority, rather than a terms page — and this file leaves it standing. The home page lists countries by refusal count; the reading rules set out which documents qualify.

Questions people actually type

How many operators name Bulgaria in their restricted list?
Thirteen of the 38 clauses read on 26 August 2026. Twenty-five further operators published a roll with Bulgaria absent from it, and 62 clauses in the library are still to be read.
Bulgaria and Estonia both show thirteen — are the lists identical?
They overlap by ten names. Instant Casino, BetPlays and CoinCasino write Bulgaria into the roll, while Rocketpot, Sportsbet.io and Empire.io name Estonia in place of them.
Is a Bulgarian player accepted where the roll stays silent?
Silence is recorded as silence here. The country is absent from a list published as read on 26 August 2026, and access is settled again by the operator and its payment provider.
Does this page say whether online play is allowed in Bulgaria?
It does the opposite: every finding above comes from private contract wording. Bulgarian statute is set by legislation and by the body that supervises it, and this file leaves that question to those sources.
